There is both root and canopy.
It is difficult for a root to see a canopy.
And it is difficult for a canopy to see the root.
They can only envision the other.

A canopy cannot be much of a canopy without a root.
A root cannot be much of a root without a canopy.
They both require the other.

I would like to see teaching practitioners
In the canopies of legislative decision making,
if just for a moment in time.

I would like to see legislative decision makers
In the roots of the practitioning system,
if just for a moment in time.

In doing this, envision could become vision.
We both require the other.
